should know these things,been here long enough BUt can I use PS Filters in standard editing to enhance image? TIA..I have cs3

In a word, yes.
You can, however, use filters in such a way that it violates the Standard Rules. It's not what tool(s) you use, but how you use them. Just make sure that you don't fall afoul of any of the "You May Not" clauses when using filters.

Thanks I thought I was able to but better to be sure than face a DQ.I dont use PS much at all just levels,curves and resizing my images, so I was looking at uncharted territory (for me)

i heard a rumor that vinnie had an std but without special flag, std is std, vinnie or no.
