is it allowed? meaning take a photograph, edit in photoshop and apply dry paint under filters.

Do you mean dry brush? I think that as long it doesn't alter the image too much, any painterly filter should be fine. I'm not SC but I guess we have some freedom here.

To my knowledge any ps filters are legal in standard and it’s the voters who decide whether it’s too much or not....but in this case the discussion thread for this challenge suggestion called for liberal application.

Well, not for using a filter, but submit a picture you took last year and things won't go so well ...
