Pretty much all modification to existing elements are "legal" while subject to the tastes of the voters; however, you can't copy, add, or relocate elements.

FWIW, SC is comprised of volunteers. I try to be on DPC several times most days of the week.
Anyway, What exactly is a portrait? Seriously.

Wrap a piece of Glad Wrap around your face and take a selfie. Just be sure to do it quickly ;-)

And this is where this place can simply drive you away, because no one responsible for validating an entry will ever go on the record about where the borders exist - until when the voters decided that borders weren't crossed but an entry gets DQ'd and arguments ensue. 1.) Almost *anything* is allowed in Standard Editing, as long as you don't move or create things wholesale, and as long as the source images are shot in the required timeframe. There's literally no restrictions on any specific tools - none.

2.) Voters do not decide what is DQable, the SC does. Voters can raise a question, e.g. "Was that elephant really in the original frame?" The SC applies the rules.

I urge you to look at recent DQs. In the vast majority of cases, the photog could not (or did not) submit an original for validation. That says something. Almost no one gets DQ'd for rules violations anymore. The rules must be working pretty well.

ETA: OK, I lied, there is one tool that arguably is not legal, either in Standard or Extended; the Text tool. But I think the "no added text" rule is pretty self-explanatory.

We leave it up to the voters to decide if the manipulation has gone too far, and I suspect in this case there's no such thing as "too far" for the voters :-) Let your hair down and get silly. Text is legal in Extended as long as it does not identify the photographer.
