at random times that make you stop and think...hey, it could be worse or perhaps they make you think it could be better. What if they just don't make you think at all no matter how 'tragic'?? Can you photograph a non response or a negative response without being intentionally staged? Does this 'expression' genuinely exist?

Does anyone understand what I am asking?

That's an interesting question: what affect describes the absence of affect, as it were?

There's a psychological term called "flattened affect" where people don't display the expected emotional response. I think this may also occur in people on the Autism spectrum or those with an inability to recognize and interpret expressions or faces ("face-blindness" -- c.f. Dr. Oliver Sacks).
