I'm not sure what you mean by "team page." Team profiles from the first DPL season are still available. For example, here's our team page.
If you mean discussion forums, ours still works from the first season, and we still use it a lot, but it's visible only to team members.
What are you looking for?

I was just reading the League FAQ's.
4 - How do I create a team?
Firstly, only DPC members can be captains. To create your team, go to the ‘create a team’ page, enter your team’s name, logo, and a list of team members to invite. Once you’ve invited at least 4 other members (and they’ve accepted), then your team will be finalised.
Is it outdated? Is anyone able to start a team for the next season, or do you have to sign up for the "Free Agent Registration" to be eligible for a team.

i dont think you can start a team until the next DPL starts. our team captain is quitting and we have to start a new team. But we cant do it yet so when the time comes we have to fight to try and keep our original team together, minus the captain and recruit a new captain.

Yeah, what chinabun said: there's nothing going on at the moment. It's not exactly outdated, but more not relevant during the gap between seasons.

we dont know. the first one just happened and it wasnt a standard thing. but i'm pretty sure we are starting the 2nd one sometime soon.
