AE/AF/FE lock feature enabling fixing focus and exposure

Since A stands for AUTO, F must stand for FIXED. AKA, manual mode?

Or perhaps Flash Exposure (lock)

Yep, I'd say Flash Exposure too ... my Nikon has an AE/AF button but it can be set in certain modes to lock the flash EV as well.
