How much do you charge? and what all services you provide in return? I got a call and they are looking to cover the event.

I would say atleast a couple hundred bucks.

What are their expectations? How long will you need to be there? Will you need to set up a BG and lights for portraits? Are you just monkeying around taking candids? Are they wanting files? prints? retouched prints? giant canvas prints? Are they rugrats? teens? adults? pet monkeys? (If there's a risk of poo flinging, you should charge more.)

it's not much different than shooting a wedding (except you don't have to deal with a bride or her mother), or any other type of event. spork99 has you going in the right direction. it's all about managing expectations and being realistic in terms of what are going to charge and how much you are going to have to deliver. the most important thing is to make sure that no one tries to call it "only a birthday party", but expect "event of the century" photos for only a couple bucks, just because it's "only a birthday party"...
