You mean, users contacting ISPs about material that is being used without permission? The way it's worded sounds like folks don't want their URLs to appear on Google Search

so what is the trend? more copyright infringement or more pro-activity by the rights holders?

i believe the google take-down is just one indicator that the content producers as a whole have finally started to wake up and fight to protect their intellectual property from the non-stop efforts of the pirates.
