Sorry if this has been answered before, I couldn't find it anywhere and I was just wondering if there are any apps that we are allowed to use for editing when turning in a submission? The only reason I ask is because I don't have a computer readily available at this time.

I was thinking that as long as I follow the rules of whether layers are permitted, or spot cloning and things of that nature it should be okay but just wanted to double check.

As long as your editing process follows the rules, you will be fine. The application used, and the platform or OS it is running on do not matter. Now, one thing you *should* be careful of is that the app does not change your original. Make a copy of the original shot and work on the copy.

FYI - I almost got Dq'd for my Billy Joel entry because I had edited IN MY PHONE with SNAPSEED. The program does something with you picture in the EXIF file. make a copy first save n protect that original (work on the copy) then edit away. Had I not been home where my files are automatically backed up to Dropbox & OneDrive I would have been Dq'd. Just be careful

Can you use a phone camera app that has "extras" built in? I'm thinking of 645Pro for the iPhone which can simulate many different brands of film (color & bw) and has filter simulations built in which include the range of standard colors used for B&W photography plus graduated ND and a few others. These extras are applied when the photo is taken, not afterwards.

My advice is to MAKE A COPY before you do anything at all...then play with the copy to your hearts content.

What about in minimal ?
Can I set a filter as shooting and then it is ok. iPhone camera real time app filters for example?
