There used to be a rule against distorting an image other than correcting perspective, but I don't see it now. Can I alter my image size without constraining proportions?

There's a lot of latitude in the current standard editing, if only by the omission of a lot of the "You may not..." stuff that was in there before. Everything that had to do with image area is gone, so selective desaturation of the type that used to be a DQ (painting half a petal on a flower) would seem to be OK in Standard now. Image distortion in post seems to be OK too. But I'm not on the SC, so what do I know? ;)

Yup, that's where it's at right now. Remember, we're trying these rules out for size. If things too ridiculous we'll probably throw some limitations back in.
