This is a lovely subject, but not processed to do well here at DPC. When looking into the sun you often get this sort of low contrast haziness you have here, but being true to what you saw only gets brownie points, not a good score. With a muted color pallet, you have two choices, crank up the vibrance, or convert to B&W.

The main subject is that windy road, but it gets a bit lost in the image, had you zoomed in and rotated the format to portrait so the road filled more of the frame and the sky was no more than the top third (it is a nice, but not spectacular sky) then the image would have the "pop" that is rewarded at DPC.

There was a thread on Graduated Neutral Density filters earlier in the week, and this image could be a poster child of a "without" image that a GND would have helped, that bright sky steals so much of the magic of the rolling landscape where all the tones have been squished down into the right side of the histogram, so they lack dynamic range and color information.

This landscape fills my eyes with gorgeous potential. The sky has appetizing drama and well-exposed clouds and sun provide beautiful filtered light. I'm beginning to fall in love. The road wends perfectly through the hills and stands out as a anchor to this image. I like the divided horizon in the middle because you break a rule here! Go for it! However, I gave this image a 6 because the green color of the hills reminded me of the color of over-cooked asparagus. And, there's only one place for anything the color of mushy vegetables...

The location is beautiful.
I do think the tones make the shot as a whole, flat. nothing really anchors the eye except for maybe the bright side of the sky. Like mentioned, maybe if the road were dodged a bit and a crop that had a bit more land and less sky. I think it would be nicer if the sunset would be a bit more saturated too.

Wonderful view with a great sky. As someone in the threat mentioned, maybe a slightly more dynamic comp/crop? And the land is a bit dark but that works if you bring out the road a bit more. Try that with the shot in mono and see how it looks.

Color is lacking! Looks like a heck of a sunset/rise but the colors aren't there? I wonder what the original image looked like before editing. I wonder if you could have done a gradient style of edit to pop the colors of the sky more. I think that if there were more dramatic oranges and reds then this would have done a whole lot better. Oh, and I know some people don't bother with this but the rule of thirds is nonexistent in this shot. But rule of thirds is just personal preference for me.

With the tones being in my opinion pretty conservative in saturation, I still really love this. The scope of it all. There are so many things to look at and they all work so well together. One of my faves.
