I did not think necessarily that the man on the right was the distracting element. I found the whole set in front of me distracting; each person for himself, in a bubble and I just added the Halloween critters, the only "determined" characters.

I think the interesting thing about this for me was the time it took me to even notice the critters. I do find the man on the right to be dominating my attention

This one was so much fun. I didn't even look at the title and my thoughts were immediately that the two little scoundrels were out for a night at a hotel (their luggage now beside them on the curb) trying to hail a cab in that frenzy of activity. The guy on the right was the distraction to me - staring into the camera and taking your eyes away from the poor little guys seemingly stranded on the sidewalk. Great scene.

I agree with Wendy - the Halloween critters are far more distracting than the construction man. There is so much to wonder about in this picture... is it in front of a hotel? Or a station?
