 "The sculpture, entitled “Middens”, is reminiscent of sea shells and the sails of a boat, which fits its waterside location. “Middens” was created by prominent artist Cliff Garten of Venice, CA, whose public artworks are on display throughout the country."

It is actually silver, it's the light before sundown that gives it the golden tint.
