It's hard today to make an image that stands out technically, modern digital camersas are that good. Some photographers deliberately trash camera control to create a retro look, usually with unattractvely blurred results, others turn to specialist filters. Sticking your head up your backside and pretending to be offended when such filters are used is silly when such good results are obtained, and instead of slamming creativity we ought to be embracing and exploring these tools like we would with any other new innovation in photography.

Since I marked this with 4 which is quite rare for me, I want to add that this low mark is not for the shot itself but for the the use of the filter which made a hybrid of an image, in my view. Not a photograph anymore and surely not a painting. It is an exercise that is always fun to do but I have no use for the result.
