inspired by Van Gogh's Starry Night.
I shot 100's of pictures in the LeHua Night Market of people walking by. Lucky it was raining and people had their umbrellas open.
This is an image I feel proud of.

Processing: Akvis Oilpainting, photoshop lots of manual adjustments (colors,exposure, colored filters, etc)

I find your original much more interesting. The "Van Gogh" effect seems to me very superficial comparing to his work.
All the cups and t-shirts and umbrellas, cut ears and such with printed work of van Gogh's magnificent work are enough in my opinion.
You got a good share of appreciative comments so I might be totally wrong in assuming that my voice represents much but since we are a group of people interested in photography I share my idea.
I marked this with 6 for the effort.

I kind of wanted to not like this for some reason - maybe because it was so unique from the rest and very heavy on the processing. Still, I gave it an 8 because it was mesmerizing. Well done and congrats.

Always love to see a good rainy day pic and the filter that you used is incredibly funky. I can definitely see this in a cafe, maybe you should sell it to them. In my top picks.

Terrific homage to van Gogh's "Starry Night." The blue and yellow "paint" cinch the intention, though "Starry Night" also brings in some green and, which doesn't at all detract from my admiration, is less garish. The composition is successful, with the apparent depth of field playing out attractively behind the people in the foreground. The buildings on the right side of the street have an appealing cubist quality, which contributes to the transition from realistic figures to the abstract, dreamy night sky. We can see from the umbrellas that it's raining. A pleasant ambiguity arises in the sky - are those blue-yellow dabs stars or raindrops?

Very well done, I am normally not a fan of Van Gogh filters but on this photo it works well. I suspect the original is good as well
