definatley garbage. looks like it might have a purpose though to make it so people dont run into the fence. Garbage with a hidden purpose, I like it. The colors are very nice, and you have located the garbage in a pleasing to look at environment. Your focus is very nice, I like how there is a bit of motion blur in the ends of the garbage. I would have used a different angle and a narrower DOF to separate the streamers from the background.

Are you sure this is garbage? Usually these are tied on to let people know the fence is there. But it is a good pic so I won't deduct too many points.

I like this shot… Great use of colour and the wind ripple on the water adds nicely to the overall effect. Composition works; the diagonal lines add an element of drama making a fairly boring subject quite interesting… (8)
