 Taken late on an overcast day, with a silver reflector just out of shot at the bottom.

Processed using Gimp 2.6.7 from the JPEG
Rotated and cropped
Cloned out fluff around neck-line
Duplicated the layer for the background, used curves and desaturated a little. Selected the background using a layer mask.
Duplicated the original layer and used a layer mask to select only the face. Curves adjustment on this layer
Duplicated the original layer and used a layer mask to select only the eyes. Curves adjustment and unsharp mask on the eyes.
Flatten image, resize and sharpen
Finally add the border.
