To the best of my recollection I did the following,

Filter Gallery > stylize>glowing edges
Adjustments > invert
Filter Gallery > style effects
Filter Gallery > distort >???
Flip horizontal,
Flip vertical,
Rotate 90 degrees and scale this layer to fit. I cant remember the blend modes.
Filter Forge Freepack > vibrance
Image size > Unchecked maintain proportions and resized both dimensions to 800 pixels.

Another version from the same original, but not an immediate forerunner to this one.
