 Shot at night in a downpour of rain. Then I scaled/rotated it over & over using Screen blend mode on each layer. After I flattened it, on a duplicate layer I used the Glowing Edges filter, blend on Soft Light.

Wow! That is incredibly beautiful. It's like a fantasy blend of dragons, galaxies and flamenco dancers.
