Well I see blur around the chairs and the arm and the leg. Could be what the photographer intended, but when I give a lower vote I try to tell the photographer why I scored the image lower. You can appreciate someone giving their honest opinion or not. I personally would rather know why someone gave me a low score than just have people tell me it is great. I have Facebook and Instagram to stroke my ego, I use DPC to grow and learn and some times that means giving and getting constructive criticism. I thought that was the point of the site.... oh and for reference mine was not the lowest score given to this image, so maybe that is helpful to the photographer and maybe it isn't.
