These don't really look like country flags but colored banners. Picture is fuzzy (poor focus or motion blur) and yellow is certainly overexposed.

Two pigeons, another bird flying at the very left edge, a cargo ship, two ferry boats (I guess), some buildings... Crop out 90% of this and you would have a great photo.
