This might be a case where focus stacking would be beneficial. I do find the out of focus foreground leaves distracting.

I do like playing with in camera movement. This one is interesting but doesn't quite work for me - entirely subjective, but I might prefer it if the movement was vertical rather than slanted.

A decent photo, although rather 'flat'. My eye is drawn down/up the river, but there is little to hold my interest there - the buildings add the focal point, but are framed as though they are incidental to the image.
