Nice try for a frozen movement of water. Try adjusting the colours a bit to make it more saturated. The border is too thick as the image is not that big itself. Perhaps thinner one would make the image more stand out. Also including more of the scenery would make this into a great scenic water shot.

Shot has some positives. Cool large rocks, nice background and a nice wave break. A road sign would have been nice though.
