Love the sky and clouds but I think the silhouettes here are ugly. They don't add to the stunning sky at all. I'd either crop out the lower part completely or look for a tree or something more striking to use as the foreground silhouette.
I'd have scored 7 for the same shot cropped to lose all the buildings.

Dropping the exposure another stop or two would help bring out the clouds or some simple adjustment in photoshop would have easily helped this image...
