Composition and angle are good, the blur would be also except that the background should be blurred more so than your subject. It's hard to look at the shoes because the blur on the leg is really messing with my eyes. This would be more effective if the shoes were slightly more visible.To get the background to blur as if in motion you need to do what is called "panning" which is focusing on your subject and moving your lens smoothly along with your subject , causing it stay more in focus than the background. I find this hard to do with the slow auto focus of digital cameras.

For me, if you had cropped this photo down to the one swan in the upper right it would have had more impact. Nice choice for color contrast, and I like your subject matter.
