This is a bit too dark for me to see what is going on. I think it is a train in motion, but seems there is a building that is blurred also. If you did not use one, you should try a tripod, or at least make sure the camera is on a stable surface for the longer exposure times. A subject that has lights, i.e. cars, or at least lights nearby might work better. The glow from these would help to illuminate your subject.

Shame you couldn't get a closer shot. Looks like this was taken from a moving vehicle and is that another vehicle on the rhs? Sky looks potentially interesting. Maybe some extra editing within basic rules might have made this more dramatic.
