I agree with Mist. I think that the background wasn't far enough out of focus for the DPC voters. One thing I've noticed is that they take everything literally. I think this is a great candid shot that shows what her daily life is like.

I can tell you what your biggest problem with photography is: You take shots that require the voters to think. How dare you! DPC doesn't deal well with that. So my advice to you is KEEP UP THE GOOD WORK.

I reckon, in my humble opinion, that a challenge like this calls for a really defined subject with a really thrown-out background, or focus on a very specific, slim, area. The background just isn't far enough out of focus, and is full of quite a few distracting elements. So what you've got is a Shallow Depth of Field challenge asking you to isolate a subject, where you've placed in a shot with a depth of field covering maybe 7 or 8 yards. It's just not what folk expect, so you're missing the really easy mass appeal that will get you a high score.

I was one of those who voted this high (gave it a 7). I think it is a beautiful 'slice of life' portrait that is both poignant and slightly menacing (one gets the feeling that she passes through a difficult neighborhood on her way home). I think this would have done very well in a Free Study; it is a very good photo technically and also tells a story. I guess the voters wanted super-shallow. Don't let it get you down - your photos are getting better and better!
