I am looking for a bit of guidence. I am wondering if a picture does not truely go with the guidlines (4 elements pictures in this case), should I give them a 1, or is the guidlines loosely based here so that I should grade the photograph based off of how its looks regardless of criteria?

Any opinions would be great

I think this is very much left to the voter to decide and tends to be subjective. I personally deduct only 1 point from the score if I think it is DNMC. The overall quality of the photograph, both artistically and technically are much more important to me :)

From strictly a "Rules" standpoint, this is from the Challenge Rules:
You should:
-keep an open mind to other interpretations of the challenge topic.
-consider the challenge topic when voting, and adjust your score accordingly.
-offer constructive criticism with any vote of 3 or lower.

I tend to score as normal for the image, then I deduct 1,2 or 3 points based on how far from the challenge brief I feel they are. Any DNMC comment I make will state why I feel it doesn't meet the challenge (I generally keep an open mind but if I just don't get it I say so). The comment will also say that I have docked a couple of points for my perception that it doesn'e meet the challenge. I think that is important... it is my perception I base my vote on. Others may disagree.

A DNMC is an automatic 1 point deduction from me, especially when it's something that is specifically outlined in the challenge description. As an example of the recent ducky challenge which called for four very specific items, if one was missing it got a 1 point deduction on my score. But it's incredibly subjective.

I have never given a 1 yet. Even what I consider a distasteful DNMC will get at least a 3 for just for making the effort to submit

I don't give 1s for DNMC, unless they are purposely flaunting and making fun of the challenge. For instance, leaving out the rubber ducky in a rubber ducky challenge.

Most of the time, I just deduct a point or 2, because I figure maybe because I missed something or didn't understand something. Yes, it is the job of the photographer to come up with something the voters understand, but there are enough cultural differences here, that I'm not going to assume that I understand everything.
