since i'm not exactly an expert, please take my comment only for what it's worth, not as an insult, but here is my opinion.
without seeing your other picture, I can't say which one I'd score higher. This picture is an OK picture. i like the picture, but the problem I have with it is that most of it is out of focus. I don't know if that was your intent or not, but the only part of the picture that i see focused sharply is the center, the rubber on the tire and part of the car. the edges, the wheel and everything else seem out of focus. to me, it doesn't really fit as a "wheels" picture. I would like to have seen this pic totally in focus, I think it might look nicer.
