The simplest thing to remember about "Basic Editing" is that any changes must be applied to the entire image. So "standard" image adjustment tools like levels, curves, brightness, contrast, hue, saturation, etc. are all permitted as long as you don't apply them selectively to portions of your image. Some filters (such as noise reduction filters and gaussian blur) are permitted (as long as it is applied to the entire image), but the use of most other "filters" are prohibited.
The Basic Editing rules also prohibit modifying any pixels "individually" (commonly called "spot editing"). This means that tools like the clone brush, healing brush, dodging, burning, etc. are all prohibited in any shot submitted to a Basic Editing challenge.
Cropping is obviously permitted.
