Sorry - but I can't help with those - but llok for a "save for web" or some other "quality" feature.

I believe there's a save special with an option for web ready you can try. This doesn't give you much control though.
The other option is to do a save as and adjust the quality downward until the end result is below 150. You'll have to check the size in windows explorer though since this option does not give you an estimated size when saving.
