For some reason every time I reduce a photo in size, so it is to the size to meet regulation, I seem to lose quality immensely. I have tried a few different photo editors, but I donĂ¢€™t really have any good programs, Is it the program or is there something else. The pictures are very sharp, and of high quality before I reduce them in size (not by cropping).

What programs/platform and settings did you use, and what kind of image degradation do you see? If you want to email me the original file and a low-res version showing where you want the cropping done, I'll be happy to process it through Photoshop 5 or 7 (PC) or version 5 or 6 or 7 (Mac) and see whether the "industry standard" software does the same thing (if you're already using Photoshop...?).
Sometimes you can get artifacts based on the actual image content, and may get different results at different amounts of reduction. For example, images with repeating lines (fences, wires, plaid or patterned fabrics, etc.) are especially prone to this problem.
