Those are the ones everyone's always complaining about without knowing what the heck they're talking about, the legendary lazy bastages that suck at the public teat without producing any useful work, you know the ones I mean.

I'm being bitterly sarcastic here. I don't think it's fair to go blaming the civil servants for the ills and/or excesses of the system that employs them.
