I'm sure this is going to sound like a really stupid quetion, but here it goes.

I would like to try and enter a photo in the challenges contest.
I see in the rules it say:

# File Size: 150 kb or less.
# Dimension: No dimension may be shorter than 160 pixels or longer than 640 pixels.

Now when I start with a photo right from my camera (3.1 meg)it's a lot larger file.

What is the easiest or best way to change the file size so I can enter it in the contest?

I have Paint Shop Pro 8.

Other then doing some cropping to what ever I thought looked good I have not done much with changing photo or file size.
