I have come to the conclusion that any discussion about what is art and what is not is pointless. Art is defined by what you think it is. The is no universal standart by which you can judge art.
For what concerns this image, I don't see what it is good for. The title suggests that it has something to do with this year, but it gives no clue as to what is meant. If it has any message at all, the artist clearly failed at making it comprehensible.

I moved to a small town in Florida when I was 7. In order to get to this little town you had to cross a bridge, I remember looking up and seeing the power lines and hanging from the power lines was a Pelican, which had somehow gotten wrapped around the wires and it was of course dead and decomposing. Since we had to use the bridge to go anywhere I watch this bird decompose for a very long time. I want to say that it took over a year for it to finally disappear, none the less it made such an impression on me that 40 years later I can still the image in my mind. This picture brought that memory back. So to me it had impact, to some it may be disturbing, to another it could represent how man has changed nature. The world is not always a beautiful place to see.

I don't see what you mean by that.
