I belive these are the current voluntary rules on tobacco advertising(PDF file)in the UK.
Try //www.ash.org.uk/ for more info.

Yup, I guess with the Appendix I code section, I'm not surprised that the adverts never actually show cigarettes, because they'd have to show down and out old people smoking with no money and certainly not being happy.
