It's the same exact layer and as long as it's normal mode and you don't change the pixels or whatever, it doesn't matter how many layers of the image you have.
I asked SC about it (ticket) and got the answer back that it would be okay. |

Yes, but if it's a duplicate layer at 100% opacity, with no masking or selections, the effect is the same, because all of the layers under it are invisible. When you flatten the layers, there's no merging going on. All the layers underneath the duplicate layer are just deleted. This technique is useful to remember what you did, or to be able to easily back out a change, but doesn't violate the spirit of basic editing. Anything done this way can also be done in a single layer.
Using history snapshots is essentially the same thing, if you're layer averse.

As an amateur and beginning photographer I don't even understand what any of this is about (layering)...I did have one picture disqualified because I used a Picasa Program to soften the edges.
It's a "one button" operation that does what you tell it automatically and did not realize it used options that were not allowed. If you can soften a photo, I didn't think it mattered HOW you softened it but I learned it did.
I'm curious, why is it so important that people don't use this or that particular thing? I'm sure being an amateur means there is an awful lot that I do not know...
I still am not certain what is what around here but I'm learning.
