An easy effect to achieve with long expossure and a dark room. You start the exposure, get in position, [turn the lights on, flash a flash unit, strobe, whatever], move to next position, light again, etc. Its a tough technique to do well because the longer the exposure the more noise and unwanted light bleeds into the image.
