Does this sound even likely? That Bush would pardon anyone and everyone who broke the law torturing under his administration, when he leaves office? Given how often they declared it was perfectly legal, wouldn't it be too big of an admission of guilt?

The president has that power and they typically do pardon people as they're leaving office.
Bush already pardoned Scooter Libby for his role in leaking Classified information about the identity of a CIA Operative.
I'm sure that if he's considering such a move he has aides working on a way to weasel-word it in a way that would minimize its impact on his legacy. |

That's true, there are no doubt good uses of it too, even if it isn't normally used that way (Clinton's pardons I remember as being pretty blatently cronyistic)
This is a bit different though, from what's being discussed, it'd be a blanket pardon for a few thousand people in case in the future they happen to get charged with anything torture-y. |

I believe he commuted Libby's sentence to time served but didn't issue a pardon (yet).
Most importantly, he better issue one pretty soon for Cheney so he can resign on the 18th, leaving time for Cheney to issue one for him on the 19th.
Also, that way the Democrats will have to reprint everything refering to Obama as the 44th President ... but increase the value of those souvenir newspapers on eBay. ;-) |

Oh, sorry, he commuted his sentence for his conviction in lying about it. His hands are as dirty as the rest of the neo-con torturers.
Scooter's pardon is coming.
