If any one has Corel PhotoPaint I have some questions on how to do things! |

I'm not sure if anyone here uses it. I used it a long time ago, but never got comfortable with it. I kept going back to Jasc PaintShop Pro, which was bought by Corel and is now Corel PaintShop Pro.
It's possible your issue is with something that is in common between many apps, however, so ask and the worst that can happen is nobody will know.
Is it Photopaint, or PaintShop Pro? If the latter, myself and quite a few others use it.

It is PhotoPaint x3 and I know nothing about it!
I was wondering how you create that soft look in water!
And how to create a mask! |

If you are talking about the soft, flowing look, that is usually created in-camera with a long exposure. I am sure you can simulate it in post processing, but it would require some careful selective blurring. Doing it that expertly is beyond me.
With masks, I only recently got my head wrapped around that concept in PaintShop Pro. I'm not sure if PhotoPaint works the same way, I never got that far with it when I had it.
Do you know how to use layers? No point in trying to do masks before you have layers down. What in particular are you trying to accomplish with masks?
I did find this Photopaint group on Flickr, Perhaps you could get some more specific help there.
Here is a video tutorial on YouTube that may help
Out of curiosity, I looked at Corel's site and it appears they have finally dropped Photopaint from their list of products. Perhaps if you contacted them, they might give you an upgrade discount to PaintShop Pro.
I'm afraid I haven't been able to offer you much specific help with it.
