I need a free photo editing software that dpchallenge accepts under basic editing...
I have been playing around with picasa or paint.net
do u guys have any other suggestions?

Get the Gimp!! It is uglier, but really very good, pretty close to Photoshop in what it can do.
ETA: Fine then, since I got beaten to it by a few seconds, I'll add another idea.
If you're happy to work online, then sumopaint.com is really neat, too.

Here is a list of free imaging software that we are maintaining and adding to over time. I usually recommend Paint.net, but many people love Gimp just as well.
You can also get a 30 day free trial of Corel PaintShop Pro which is what I use. Feature-wise it is at a point between Photoshop Elements and full blown photoshop. It can often be found on sale for $50 or less.
