I keep seeing picture where they have selectively removed color/desaturated. Is this "legal"? I'm not complaining at all, but from the way I read the rules, this is against them. I would just like to know if it is ok or not because I have wanted to do it a few times and didn't, and I might want to again in the future.
Also, if it is legal, what am I reading wrong...?

Check out this tutorial for information on how to do it within basic challenge rules.

Any method of doing it is legal in advanced editing.

Yes, selectively removed colour can be done in basic, by using colour channels that perform operations on the whole image.

Konador has made a Tutorial on this: Selective Desaturation Within the Basic Editing Rules.
