Did the subject grab your attention? To a lesser extent.

Sharpness: Fuzzy

Is the shot enhanced by the sharpness applied. No

Exposure: Seems to be underexposed.

Contrast:Crisp

Color: Colors are Black and White

Composition: You chose to use diagonal lines. I think that provides a good impact. That is important. The photo on top of the clothes is in a good place.

Balance:Are the various elements of the shot balanced? I believe they are. I believe that when I look at this photo my eyes are drawn to the subject.

Point of View: Just right. You captured the right angle.

Overall:
I think this picture in black and white does no justice. The Title is needed here to tell us what the picture is about. In Black and White and Untitled I can think that you are a police officer not in the Armed Forces. B and W does no justice for your BDU. I am under the assumption that something went wrong with the shot and you tried to fix it by going Black and White. Not sure why you chose that.

Overall I will say that it has a huge potential, but it lacks here.

My sons is too. My thoughts are with you both. This rather hard to dicipher. Dark to hide which camoflauge it is? It appears to be over sharpened. Because your called to duty I like to give you a 10, BUT I have to score the photo and all I can give it is a 2. PTL

the print is horrible, I don't know what you used for an effect...this would have been better suited for the occupation challenge.

contrast seems to be turned up to high. Are you making a morbid statement about the impending war with the black clothing?

it looks like the color depth of the image was reduced and as a result the people in the photo are unclear. The whole gradient shading of the image is ruined.

Unfortunately your photo came out very dark on my monitor, and even after adjustment in Photoshop it couldn't be improved a lot. It looks like it could have been a good photo. :-(

Tremendous potential in the shot I think you were going for. Post-processing really hurt it for me though. Without the title, I doubt I would have known what you were aiming for.
