 Shot a wind up toy aquaman and got the motion of him "swimming" Did two layers, black and white, and color, combined using normal 72%, then erased some of the flower and elephant and toy at about 48% opacity.

For me it's because this seems like a snap shot whereas the full blurred image leaves more to the imagination
