The tones are too "neutral" and the placement of the vignette makes it seem as if the trash bins and snow are the subject of the photo, and the smoking man gets a bit lost in the background.

Not sure why the vignetting is highlighting the trashcans....

Nice use of a vignette. It really adds a sense of focus...even slightly claustrophobic.
