It's definitely a body of water! But it's a bit flat, photography-wise. That's undoubtedly a factor of the light you had to work with; and the composition is kind of plain to me.

I'm guessing you are at full zoom on your camera or lens to capture this. Personally I would avoid zooming like that. One way of using tele is to get close when you can not physically move there, so if you can't get close enough you usually get things like this where you are not particularly drawn into the action.
