These things are bl**dy everywhere nowadays. St00pid thing is, drivers just slow down for them, then speed up again immediately after. People still get killed, but at least the police get to pocket loads of cash :-/

A long exposure an hour after sunset. Yellow desaturated from image to lose the light from a streetlight on the left of frame.

COMPOSITION
Overall, the composition of this shot is fairly strong. The sign is in a solid place on the left, and that gives the eye a place to rest. The stream of light works well to give motion to the picture. I understand why you did a vertical framing (it emphasizes the pole, and helps to eliminate the light you commented about), but I am wondering what a horizontal one would have looked like. If the light didn't blow out too badly, it may have given more context for the speeding car.

TECHNIQUE
I think the primary issue is your focus. With a 15s exposure, it should have been crystal clear, unless something shook the camera, or whatnot. Was it on a steady tripod? The shot is surprisingly dark for that long of an exposure. Did that result from desaturating the yellow. I'm also wondering if it is an issue of focus, or if there is just a lot of noise from the camera, or the higher ISO. I'm not terribly familiar with the Fujis, so ignore this if it won't work. BUT, I would try a low ISO number, with the same shutter speed and a smaller aperture number, but make sure the camera is focused on the sign. If you can't do that, I would try NEATIMAGE to eliminate the noise. It is a free download, and I don't know the address off the top of my head, but i'm sure someone on dpc will.

OVERALL EFFECT
Overall, this shot is fairly effective at conveying the message you wanted it to. You met the challenge well by using the sign, and I think you did well to put it in a context that was not only understandable, but humorous as well. Good work.

Nice and funny idea, well executed. Only the sign could be in sharper focus. Cropping and composition are very well done. Good luck for the challenge! - 9

your backgroun needs to be lit in order to see the wonderful color

A little out of focus. Understandable, but still detracting from the image quality. Great idea. The light trails are great. The sky color is also very good. Aside from the focus issue this is a nice pic - Inspzil

I am not a big fan of the blurry motion pictures, but it works well here. Would someone away from this site know what the red and white lines are?

The color and the shutter speed is perfect. Tyhe shot is a little pixilated. This will happen with higher ISO in lower light. That is a downside. Overall with a bit more fooling around you could have a very nice picture here.

A good composition, however a little too dark in my opinion.

The police are still using old fashioned cameras, according to this sign. looks like a box brownie.

I love the headlights and taillights going through this shot - they are perfect. There's also a quirkiness with the sign being about a camera that I like a lot. Add to that the fact that your composition (sign, road and tree) is perfect - there's really very little to fault with this photo - well done.

The concept is good, but the colors and focus are a bit lacking. Still, creative.
