 Ok so for this photo I decided to Crop it add a frame and made sure I didn't have a distracting background. Used a tripod. Adjusted color, contrast, and levels. Lets see how I do.

I like your idea (and the blue looks vibrant!) but there is a lot of blue noise visible on the arm and hand... most likely just oversaturated the blues.
