Oil and a little dish soap on water. I placed a bowl containing the mixture above a colorful background on my iPad, with the iPad's screen set to the brightest setting.
I tried many different backgrounds and hundreds of shots, swirling the mixture, to get different bubble combinations. This is the one I liked best.
