Too bad you couldn't get a different angle on this, because the background almost hides the birds. It took a couple of seconds before I could see them. Or maybe a more shallow DOF would have blurred the background some, and the birds would have been more prominent.

A bigger aperture would create less depth that would help seperating the birds from the buildings.

i don't feel that the birds are the focal point and they tend to blend into the background.

there's too much below the pigeons. Cropping about half of the blue&yellow stripes would;ve made this much better. only a 7 though.

A shallower dof would have helped this photo in my opinion. With the buildings in the background being so clear, my eyes are drifting towards them and away from your subjects.

This feels a bit over exposed to me. We've lost the sky, and the birds are lost to the background. I wonder if darkening it slightly and boosting the contrast would help?
